Shifting Zero Advise Needed

Hi Guys,Long story. It all started a couple years ago with a shifting zero. The rifle is a Rem 700 VSSF in 22-250.When ever I check the zero on it from week to week,it would shift...inches at 100 yds. Shooting was ALWAYS done in a windless or near windless condition.The scope on it is a Baush &Laum(Bushnell) Elite 4000 6-24x40 with Leupold STD mount &rings...lapped. I have tried different bullet/powder combos and would end up with the same result.(Berger shot the best)
First I glass beddded the action...improvement, but still shifting.Next, went to a weaver base&ring...same problem. Started thinking the barrel was getting tired so had it re-barreled and action trued and I'm still getting that damned shifting. This leaves the scope.I was just wondering if this long scope on a short action is "flopping " too much and doesn't return to zero.....but the rifle shoots great groups.
Now I'm going to do the process of elimination again. I was thinking of bedding the bases. Does any one know what I can use to bed them??I may want to remove them later so is there something I can use that is solid but not permanant. My last step is to go with Nightforce bases,rings and scope. Somebody out there has to have an answer to this problem.
 
Check the torque on the rings to make sure they are tight, but it could be the scope too. You say it shoots good groups,
but zero shifts from week to week, so I'd first watch out for handling/traveling. With lapped rings, it is possible you don't have enough grip on the scope and it might move forward/backward. You've already done the bedding check, I'd see if you could try another scope/rings or scope base (or base might be loose). Finally, is are the conditions similar? Is the temperature changing your velocity?

If the barrel is fully floated, and bedded properly I would suspect the scope is the problem.
My XP-100's use long Nightforce scopes on them and never a flopping problem 'O)
Bed the base with Devcon if you have it.. Other stuff will work as well....
Be sure to use a release agent of some kind so they can be removed..

i think i would give this a try. sounds like you switched/replaced everything but the scope and the problem remained.
 
Post some of your groups which demonstrates the shift. Given all that you have done thus far I would suspect the scope. However I wouldn't run out and buy a new scope -just take one off another rifle that shoots well and see if the problem is solved then you can decide on a new scope.
 
A friend of mine, on a 2 day match, could not get on paper the 2 nd day.
Seems he Pushed his gun in the gun case and the windage turret
wound its self way out of whack.

It is always a windage shift. I remember spending one nice calm overcast day with this rifle .I chased the zero to the right(shooting only 2 rnds per hour) then it would start to go back to the left. I posted this problem quite some time ago and there was many on this site refused to believe a quality scope like that would be the problem.
 
shoot a box test with the scope then you will know if it tracks or not. shoot a three shot group at what ever distance. click up 10 min. elevation/click right 10 min./ click down 10 min./ click left 10 min....shoot another shot. if it is in the group it is not the scope!!!
