Scorning Procedure 22 Rimfire Targets

I need some help from anyone who knows how to score the........."USRA-IR50/50 targets and the green, IBS Rimfire 50 yard Targets" I am getting different ways to do this from shooters and even rule books. Most are saying, "The bullet hole that touches the line receives the hightest point" What gets me is the GREEN IBS 50 target has a 10 ring of 1/2". This is the same for the 100 yd targets. The USRA-IR50 targets have a 7/16" 10 ring. I am now told the green target, you have to be inside the 10 ring line,not touching the line) to score 10 and for an X, it has to be taken all out.,center dot) Who or what is right????????
 
In smallbore 3 position shooting you would score the center shots..X by using an outside scoring plug on NRA A-36 targets and the USAS shooting target the same but USAS use a smaller dia. gage. If the gage touches the 8 ring it is considered out -1 or 9.
 
The answer to scoring depends on the target and association rules you are shooting. Most use best edge scoring. If you touch the line or x you get the point. The ARA uses worst edge scoring. Your shot must completely inside the scoring ring to get the high point. I any part of the hole is outside the ring you score the lower point. You must carefully read the rules for the event you are planning to shoot.
