Savage prefit fired brass neck diameter

I helped my BIL install a Savage prefit rem 22-250 ss varmint barrel on his 110 fp. New brass(Sig) fired has a 0.252-0.253 diameter neck. This seems tight, since the loaded rounds were 0.249. Bolt click started 3/10 of a grain under the top load of AR comp, primers were fine. I have no experience with Comp, just a suggestion to him as a powder to play with. Is the neck diameter something he should talk to the manufacturer about( he doesn't have the equipment to turn necks) ? Would a tight neck be a reason for the early pressure sign? Otherwise early loads with Hornady match bullets have all resulted in sub moa groups(5 shots) no seating depth tests started. This was our first garage barrel change, we had go-no gages.
 
So it seems to have a .254nk chamber. Very much enough room. One test is to see if a bullets slips in a fired case neck. If not they need to be turned
 
The SAAMI drawing showes a chamber .001" larger then a maximum loaded round.

Tolerances- acceptable range. Loaded round -.008"
Chamber + .002"

Both show a taper to the neck .
 

Here is a discussion of the same problem from November. You commented in post 31. Maybe it is the brass.
 
No issues with bolt click until the the upper range powder load, after measuring the Sig brass I don't think I would even bother trying Lapua brass. Didn't have the chronograph with when we tested fired after barrel install.
