Savage bolt material?

Anyone know what the main body is made of?
I would like to apply fluting to a SA bolt but it is way too hard to do any work to. I would like to anneal it flute it then reharden/temper it or have someone else do it but I need to know if it can be done.

The bolt body is made from 1020 tubing and is carbo-nitrided to a case depth of .015". It can be cut with carbide. Annealing and rehardening will probably result in warp.
 
Thanks for the quick reply medicineman. I am using a 1/2 carbide ball end mill but I think I will have to pass on fluting the bolt.

Dave Kiff at PT&G offers custom fluted bolt bodies, spiral or fluted and in specified diameter. They are fully machined from tool quality steel not tubing.

Thanks fot hte heads up. I'm going to see if I can fit a small grinder on my CNC mill to grind the flutes in. I don't like grinding dust around but the shop vac should take care of most of it.
I will post some picks if I have any success.
