And I’m going to give it a good cleaning tonight and I’ll report backI don't recommend this but if all else fails and your frustration level gets maxed out and you just need to release some of that frustration and anger you can do what a guy over on RFC did to his Savage Bmag when he just couldn't take its poor shooting anymore, he beat the damn thing against a tree until his arms got tired. That, obviously, didn't fix his Bmag's piss poor shooting qualities but he did say it made him feel a whole lot better.
It's been a few years since the guy posted that over on RFC but he'd gotten pretty fricken frustrated with his Bmag not shooting for shit, they sometimes have a way of doing that to people, and he was actually very funny about it and said after he beat it against the tree it was the only time it ever gave him any pleasure. Bedding was my first thought here as well. I bought one of these quite a few years ago - I did a skim bed job that completely changed the rifle.Things to think about -
Have you checked the bedding?
Does the barrel/action have any discernable movement when you loosen one of the action screws? (I am unfamiliar with this rifle but am assuming that it has two action screws)
Have you tried more torque on the action screws? 15 inch lbs seems light, try somewhere around 25 - 30 inch lbs.
Put out windflags every 25 yards or so - the groups look lilke a wind issue to me. The windflags can be as simple as a piece of surveryors tape about 12 - 14 inches long. Don't shoot unless the flags are doing the same thing each time you shoot. The 17's main attribute is that it shoots flat however they are more wind sensitive than the ballistic tables indicate them to be.
Do the simple things before starting to throw money at the rifle.

Yes, and i would not use him again. The DIP bottom metal is a really good idea. I have one of the first .17hmr heavy barrel, and a std barrel that my father had. I bed them both when we got them, and the HB has shot many 1/2" groups and the std has shot many 3/4" or less groups. Both have a RB trigger. I did pollish the crap out of both barrels when we got them. If it was mine, I would skim bed, and put the DIP metal on it.Never heard of him. Anybody use this guy before? That rimfire accuracy package seems very reasonable
Kinda like a golf club or two I've been associated with.LOL, I have a 220 Swift barrel at the bottom of the pond at the gun club. Didn't make the barrel shoot any better but made me feel dang good.

I watched a couple videos and they look good. I’ve had great success with glass bedding. He’s gonna start it off shooting decent but with a flyer. Again she was like garbage. I’m getting twice his groups at 50 yards before glass bedding.
