You mean "if", not "when", right?
If not enough states certify their elections to give one of the candidates 270 electoral votes, or if neither candidate receives at least 270 electoral votes when the electors meet in their states on 14 December, or if the joint session of Congress decides to throw out enough electoral vote results to prevent either candidate from receiving 270 electoral votes on 6 January, then the election of the President goes to the House of Representatives and the election of the Vice-President goes to the Senate.
But
what you claimed is that if neither Trump nor Biden concedes before 14 December, the election of the President goes to the House of Representatives. That's wrong. You probably are one of those suckered in by
this video produced by convicted felon/preacher/dumba$$ Shane Vaughn, and clearly you didn't bother to read the Constitution for yourself.
I'm going to make this easy for you. I will wager $100 that all three of the following things happen:
1. Neither Trump nor Biden concedes the election by 14 November 2020.
2. The election of the next President will not go to the House of Representatives.
So, if you are right in
claiming that failure of either candidate to concede by 14 Nov throws the election to the House, you win $100.
I'll add the third piece to the trifecta just to give you another way to win:
3. Joe Biden will be inaugurated as President on 20 January 2021.
