Maybe so but I'm talking about how the popular vote is calculated in each state.You misunderstand the Constitution. Each state sets its own rules for presidential elections. There is not, and cannot be, a national standard for conducting presidential elections imposed on the states by the Congress.
The situation is different for election of Senators and Representatives; see U.S. Constitution Article 1 Section 4 Clause 1.
IMHO, we need a system where all legal voters are positively identified and anyone unable to prove they're alive and a legal voter, doesn't get to vote.
Over the years, I heard too many reports of dead Democrats voting.
