Remington 700 bolt handle install

Not sure if this is possible but can a Remington 700 bolt handle be installed so that the bolt lugs aren't in the 12 and 6 o'clock position when closed, or is this where they are supposed to be?

I was looking at an action that had a threaded bolt handle installed and when the bolt was fully closed the edges of the bolt lugs were slightly hanging off the ramps. I am calling the part the bolt lugs ride on ramps as I do not know what they are really called. I am just looking for information for my toolbox of knowledge here. I apologize if I asked the question incorrectly or left some details out.

The lugs on the bolt should be at 6 & 12 in the receiver when it's closed, or awful close anyways...
If the bolt is not in the correct position the timing will be off....
 
I think Dans40x does them fairly reasonable. It will return tig welded in place.
