Remington 513T question

I'm considering purchasing one of these. The rifle has an aluminum accessory & an additional aluminum anschutz type rail inlet into the bottom of the stock. I've attached a picture.

Was this a factory option? What is the purpose?

Any info much appreciated.

Someone did some customizing. The OEM accessory rail was the screw type with 5 or 6 holes. Could be wrong on the number of holes. Mine's in the safe if you need a pic
 
The purpose is to adjust the position if the handstop/sling swivel for the Prone and Kneeling positions. The left (supporting) hand butts up against the stop, which ensures both sling tension and position/shoulder height are consistent: the hand can't slip forwards, and the shooter can feel if their hand isn't touching the stop.

A slotted rail allows much finer adjustment than the 1/2in-ish spacing of a typical screw-hole rail.

I'm trying to figure out if this does anything significant to the value of the rifle. It's priced at $580 which is a bit less than what unmodified ones sell for, as far as I can tell with a quick internet search.

A quick look at True Gun Values website would indicate that $580 is around $100 more than the one year average on this model, based on actual sales. FWIW

What they're advertised for and what they sell for are two different animals. I bought mine from a guy in the aisles at a local gun show. He had walked in the door and asking $600 having looked on the internet to get a feel for what he could ask. He was finding absolutely no interest and dropped his price to $400. I paid just over half that and came home with one made for the military in April 1940 and stamped "US PROPERTY". The bore is like new, but it showed its age in the wood which looked like aged barn siding. Because I had so little in the piece I cleaned and stripped the wood and refinished it with BLO. I was amazed at the figuring that popped out. Because I'm a "lefty" I still prefer my 1885 Winchester built for Winchester by Miroku, The 513T remains my 2nd place favorite~!

Well mine is a "US PROPERTY" marked made in April 1940 in very, very nice condition with a mint bore and I paid less than 1/2 that less than 8 months ago~! Most of those you are finding just won't get sold~!
