Redding S dies out of whack ??

Alright guys here's the pitch, I got a 6.5-.284 win and lapua brass. They've been trimmed to 2.160 and neck turned down to .291. I've got a full length redding s die loaded with a .290 bushing backed off 1/16 of a turn and a rcbs shellholder. I'm working on resizing them agian so they can be loaded with powder.

The issue im having i that i can see the neck bushing is not coming down to the bottom of the neck,even when I have the die screwed all the way down and the press is camming over.Not having much experiance with s dies i called redding., they said i should be able to get all but 1/32,.031)of an inch, but i'm twice that at .060 away from neck/shoulder junction.The junction is were its suppose to be,1.901) i didn't cut into it more than i was supposed to.

I know some folks only size 1/2 or 3/4 of their necks but shouldn't they have the capacity to go all the way? Do you think this die is acceptable? Redding thought it seemed fishy and maybe it wasn't back bored far enough.
 
Pretty hard to go clean to the neck shoulder area with a bushing, it needs to set on something to keep it from falling out of the bottom... then there's the little bit of play so it can self center... No real need to go more than 3/4ths of the way.....
 
Bushing dies don't go all the way down. I usually back off the bushing hold down about 1/4 turn and let it float. If you think about you probably don't want the neck/shoulder junction squeezing the bullet.
