I received the carbide expander button. Is it supposed to float free on the decapping stem? Does it have a up and down side?

Yes, it's supposed to float freely on the decapping rod. This allows it to self center, and will help to reduce the creation of concentricity issues. Should be reversable, and go on either way. Just choose a bushing that gives minimum contact as the expander moves back through the neck, and you should be good to go.
