Red Dot is a Red Oval

I have a $100+ red dot and the dot is an oval which makes precise shooting impossible. Is there a way to adjust the "DOT"? Or Is it my eyes?

That's perfectly normal for red dot optics in that price range. You could try to send it back to the company. Not sure what you expect. The good ones are 600$+ I have several low budget ones and a couple are okay and some have the starburst effect. I don't mind for short range pistol plinking but you'd be hard pressed to do any sort of "precision" at all with a red dot.... Even with a 3 or 5 power magnifier you're still going to struggle. You can shoot steel or plink but not shoot a BR match ; )
 
If your unit has a brightness adjustment, try turning the intensity down. What you are seeing might be lens reflection. I have a very old Pro Point that gives a lopsided halo effect when turned too bright. Back the intensity off and it cleans up to a nice neat dot, though dimmer. Like @dantiff2 mentioned, dot sights aren't really all that precise, just much faster to use in certain situations.
 
I’ve read that the dots are round and if they appear otherwise it’s your eye causing the problem.

having said that, my Trijicon SRO is round unlike the less expensive reflex sights I’ve owned, and I’m using the same eye.
 
Try holding it out at arms length. Slowly turn the tube. If the "comet tail" turns with the tube, it's the scope. If the comet tail doesn't, it's most likely your eyes. So far none of my tails turn with the scope tube. This is out of a dozen Ultra Dots and a couple Tasco Pro Points.

I have the same issue. It's my astigmatism.

Take a picture of the dot. That will tell you if the dot is round or not.
