Your powder charge is too low. Not getting consistent ignition. Look at your velocity compared to others velocity. Your around 500 fps slow. Ball powder does not respond well to light loads.A mag primer may help a little, but more powder is the fix.

I agree with what's already been said. For a 40gn V-max you are well below book minimum which is most likely the problem...

I didn't chrono my TAC loads but I found decidedly better with 60gr + bullets in .223 Rem and a heavier charge. Also tuned with length and a full case seemed to help.
