.308 new lapua brass,I measured outside of neck after resizing .338,seated bullet, still .338?this normal? I measured overall length, then tried pulling on bullet pretty hard, still measured the same

What are you using to measure: calipers or micrometer? What diameter is your expander? Your measurements would say you have very little neck tension. Try pressing the tip of the bullet against a 2 X 4 and shove HARD on the case. You might be able to shove the bullet into the case.

Use an expander die... run them all over a 30 cal expander mandrel... load them and shoot...

Next go around use your die set, and do case prep..

Uh no... why cause more problems...

To see if his neck tension is insufficient. If you can move the bullet with this test, it can move other ways - like in the magazine when other rounds are fired. Would you rather know you have a problem and deal with it, or just ignore it?

No magazine,it's a bench gun,load single at a time
I tried pushing in real hard with my fingers, iididn't move then ,so I think it will be ok

Your measurements tell me you have a slip fit yet your case neck seems to be giving adequate tension for a single shot. Maybe time to invest in more accurate measuring devices. Like a Micrometer that measures to .0001 ;) If you continue to use your present method check to see if velocity matches load data to ensure you're developing enough pressure (with your possibly light neck tension) to achieve desired velocity.
