Problem: Using most of my vert adjustment to zero

How far apart are your rings? Can you post a photo of your rifle? You can get 20 MOA (approximately) with the standard Burris Signature inserts, cheap easy fix.
 
I know it sounds a bit silly but I have run into this before. Move the rear ring to the front and the front to the rear. Not sure why but it fixed a problem I ran into.

Could have been a returned set of rings that were two different heights in the package.
 
Rem 700's rear base mounting surfaces are commonly lower than they should be. This is why many people bed their base. Take the rear screws out of your base to see if it springs up. See if you have daylight between the base and action. If you do, you may want to get a new base(that one is likely warped a little do to being bent for so long mounted on the gun) and bed it making sure to fill the gap in the rear.

I personally would keep the seekins rings, they are very true.

The only time the scope can be the culprit in this situation(assuming you have the full amount of advertised tracking) is if the scope tube is physically bent. Bent tubes are extremely rare and since you have tried three scopes you can pretty much assume thats not the problem.

It also could very well be the barrel and/or barrel to action fitment.
 
I use two piece, Leupold or Warne cross slot bases (no bedding), and Burris Signature ZEE rings for most of my rifles - they allow +20 moa in the rear and -20 moa in the front, in 5 moa steps.
That means you have a total of 40 moa of forward taper. Then I set the scope so the 100 yd "0" is at the bottom of the elevation so all the elevation is up from 100 yds. It works every time.
