Was not fire formed during the process. However, they came to me new being fire formed. Not fire formed, but annealed.

I'm a benchrest shooter 308 caliber , I never reloaded a case with a crimp in the primer pockets . If you removed the crimp does that mean you would go from a small RP to a large . Is the flash hole a different size ? I uniform my pockets on all my brass and make the flash holes the same size . I haven't had problems with loose pockets , I use benchrest CCI and Federal primers and so far in 30+ years no problems . Could the crimp be the problem an not the primers?
What primers was he using??
K&M makes a little primer pocket tool to measure both size and depth.
Get one and test your pockets.
Is this really new brass,and where did you get it.I do think you might have been ripped.
I find Federal primers to fit the loosest, CCI mid fit and Sellier & Belliot a very tight fit (just a tad tighter than Wolf). You could find some S&B primers to use instead of trashing the brass if the seller will not take it back.

Just to clear up my thought process. Was this new virgin 223 brass or once fired reprocessed 223 brass when you got it?

Okay, I'm lost. You didn't fireform the brass during the process of converting it to 20 Vartag but they came to you new being fireformed? At what point and by who was this brass fireformed and by whom?
This is what I just tried. I opened the second new bag of brass in 223. I have done no forming to this group of brass.
Picked 5 random cases and put Remington 7 1/2 primers. Very loose fit. One actually fell out when I turned it over.
I then pulled 5 loaded rounds and removed the primers.
Using the same 10 cases, I then used some CCI 400 primers. These primers fit like a glove. I could really feel the difference when seating them. It felt like it should feel.
I check the primer diameter with my micro and found this:
Remington 7 1/2 = .17375
CCI 400 = . 17490
Difference of: .00115
I'll use the CCI on these now.
I purchased some new 223 LC annealed brass about a month ago. I formed it to 20 Vartarg without any issues. Since the brass was new, I didn't have to remove the crimp from the primer pocket. .

That being said I wonder why the military would sell brand new cases if they met quality control standards.
