PPU Ammo with Weird Primers

I experienced 30 out of a lot of 1000 Winchester .45ACP brass. The brass came from a law enforcement training center and the ones that "popped the top" showed signs of weathering. Tried most of what has been suggested in this thread including a bottom tap with no success.

I was able to retrieve two using the reloading die and pry method. Not worth the time. After the response that I received from PPU, I will not buy that brand again.
