Good morning!
We chop scarp lumber to length and drill a hole in the ends for a total of four legs. Then we chop rebar into sections and bend one end. The bend makes it easier to carry. Finally we hang steel with bailer/combine belt, or if we're shooting paper, we hang cardboard backers with wire.

Cheap, usually just scrap out of the bone yard. Portable, throw it over a should and hike. Reusable, mostly we print targets from this sight. Easy to level / height adjust. I think the biggest design flaw, is that they're a little tricky to setup with one guy, but still very doable. And you do slowly eat through the legs when shooting steel. Anyone come up with a better solution? Oh, also wind isn't an issue because they're easy to adjust so the bottom of the cardboard backer rests on the ground. Weeds sometimes are a pest...
There is, also, another issue, our shooting ranges are just forest service land, and lots of people seem to forget their target stands and even targets. So they shoot trees. Then the trees die, and topple, what a mess. Do you have a solution for target stands you would feel free to leave? We're thinking just bend some rebar into a L or maybe a U and stick it in the ground. People would still need to remember their targets...
