pillar bedding question

I think I am having an issue with a rifle I just pillar bedded. when I tighten the front action screw the action moves down into the stock I don't think this is normal.

the barrel nor the the action is making contact anywhere before the screw is reaching full tourqe. I even removed material where the action sits so it can not make contact before the screws are tourqued. when I tourque the screws I can fit a folded piece of printer paper down the length of the barrel channel all the way to the recoil lug. I have put a feeler gauge between the action and stock, tightened the action screw and I could still move the feeler gauge.

I can not see how the front of the action can move downward if there is no axis point between the two action screws, even if one screw is tightened more than the other, but maybe that is what it is. I am not sure what direction if any to go.
 
The action needs to be bedded 100% stress free, with 100 % contact if not, one or the other of the screws when tightened will bend the receiver.
Set the rifle in a vise and use a dial indicator to see if it moves when you loosen one or the other screws..
When bedded properly you should not be able to put anything between the wood and the action...

The way I test a bedding job is this. Put both action screws in and tighten then down. Get a magbase and a dial indicator put the magbase on the barrel and the indicator on the stock. Now loosen the front action screw and see what reading you get tighten it back up and loosen off the back one. If you see more that .002 movement on any one of the screws there is stress in the bedding somewhere.
