Are the bolt lugs / lug abutments on a Panda cut on a slight helix?

The lugs are not cut on a helix at all. Maybe try rephrasing the question. Im not following you.

No, not that I'm aware of.

The only bolt action that I know of that has angled lugs and seats is the 1917 Enfield.

I think I know what your seeing. If lapped too much you will see that. Does it hurt? I dont think so.

I’ve got one that for whatever reason is somewhat difficult to get a consistent measurement from receiver face to bolt face. This is a measurement I’m very familiar with taking, and normally have zero difficulty. On this particular action the slightest (I mean slightest) change in rotational position of the bolt will generate a different measurement, with (very) slightly open being a wee bit longer, about .0005-.0007”
Again, I’ve measured lots of actions, everything is clean, no burrs, nothing. The bolt handle isn’t contacting where it shouldn’t. My question was just spitballing.

Yes. That is relatively consistent. A couple tenths, depending on where I measure.
