R700 action truing - who can do?

No Problem Butch..... no arguing......
The way I check receiver threads is after aligning the action with respect to bolt raceway..... I screw in a barrel stub I made that that is true in 2 axises.... So when I say threads runout.....013" meaning TIR..... concentricity..... not squareness of receiver face...so actually .0065" off true center.Now with rem. bolt nose being around .155" diameter... you would have to leave more than recommended clearance on nose to close bolt.Which is a safety factor....considering Mike Walkers 3 rings of steel invention.....
If you do not check concentricity you can wind up binding bolt nose in barrel recess......
In doing all this and adding an oversize bolt body you have a real straight snug accurate action.....
All that being said.... were I not able to do my own work.and enjoy it.It`s questionable as to blue printings worth, comparing money spent for a custom action(which are not always straight )

I'm going to play dumb, align to the bolt raceway "bolt bore"? How do you do that?

Chamber cut concentric to the bore, the brass sized for .002 headspace, bolt face square to cartridge base. Rifle shoots straight.

Playing dumb is not what I`m used to dealing with...... time and patience at a minimum........but out of courtesy.....once..... I will make exception for you "Butch"....

" To align receiver you must reference off bolt raceway with a straight rod and bushings for and aft to snugly fit raceway.....using 2 indicators about 6" apart on the outboard rod you dial receiver bore into alignment with your lathe using a fixture with 8 adjustment screws 4 each for and aft on receiver...."
many companies.... sell tooling to do this..... I made all my own......
google the subject...there are many videos......

My local smith has the truing kit from PTG.

He does the action face and the bolt the lug face in the action, then he does the bolt face and bolt lugs, and it takes about 15 minutes. Works great. Certainly worth the effort.
