opening the bolt face on Panda Coned bolt

I found a good deal on a used left hand Panda action that I want for a future project, but it has a .473" bolt face. Is there any reason a competent smith couldn't open up the bolt face to .532"? I'm not very familiar with coned bolts, so I'm just not certain whether or not they can be opened up like a conventional bolt.
 
This action actually has 2 bolts, one PPC and one 308 bolt. I can use the PPC, I just don't need the .473" bolt. I'll call Kelbly's and ask about having the .473" bolt opened up.
