Odd Lapua 6BR primer pocket

I was priming brass and came across one that just would not seat. Punched the new primer out and thought maybe dirt in the pocket I missed. So I went to clean the pocket and realize the pocket depth is extremely shallow. 0.094” vs 0.120”
When I look inside the brass I see a distinct ring the size of the primer pocket. Almost looks like the primer pocket was installed separately.
Any ideas what caused this? From the factory? I had already fired this brass and didn’t notice a high primer before. First photo is the bad brass, 2nd is regular in spec brass.4D937DD6-F51A-4D24-8651-31C082EA3CB2.jpeg

Using a Lee depriming die. I’ll double check, but would think if that was the case, it would’ve happened to more than just this one piece?

Try reinstalling a spent primer and see it with necessary force that iteats to fuul depth. Gotta wonder if the case has a primer pocket "slug" that is able to move fore and aft in the case head. ?
 
I would take 2 measurements on that case using a vernier, firstly the depth from case mouth to web then the case mouth to bench, then compare with a case that is known to be correct.
This should give you an answer.

I would just cut the darned thing in half lengthwise and file it clean and get a good look at what’s going on. You’re not likely going to use it, so learn what you can.
