oal issues, hitting lands

With Sinclair tool, berger 70 vld and fired lapua brass from my rifle, it said I can load to 2.338. So I loaded to 2.295.(because previous issues with it hitting lands on 68s and 75s). I chambered it (actually measured 2.291 - making sighters and setting seater) and it came out measuring 2.2775 and looking like this. I noticed it last trip to range when I had a ftf and saw the same ring on bullet, but those were 75 gr hornady bthp, and they still shot "good", under half inch at 100 yards and 3/4" at 200. But that means all those rounds were set in to the lands like .010-.015" right? I don't fully understand how they can be IN the lands, wouldn't it push the bullet down in the neck more? Maybe I'm overthinking but I feel like I should start over again, seating deaper and doing ocw to see what happens. that way I know I'm not in the lands and perhaps do even better. Or maybe by chance this chamber likes the bullets in the lands.
 
First barrel from them left the ring around the cases. This is a new barrel and throat measured a full .1" shorter than first barrel. I hope this isn't another junk chamber job...
 
Don't know who's barrel it is but something is not right! I agree with Eric on the burr. When I start hitting the lands, I get a tiny mark from each individual land.
 
Its the second barrel from savage factory. It still seems to shoot good though... but I'd like to know what's causing it. Next trip to the smith building my 6mm, I'll bring it along and see if he'll take a peek.
