I noticed that I had 5 stray .38 SPL Norma cases I my brought home from the range the other day. After cleaned, sizing and depriming, the case lengths were from 1.141 - 1.145.

Manuals:
Lee 51st - 1.155
Lyman - 1.155
Nosler #9 -1.155

SAAMI - 1.155 - 0.20 Does that mean i can subtract 0.20 from the 1.155 and have a minimum length of .9555 or are the case lengths already to short?

That SAMMI dimension is maximum case length for 38 Special chamber. So your cases of 1.145" would be .010" under the 1.155" max. Perfect!
