New to Long Range, need some opinions

A bunch of those links sell a Utica TS-35 torque limiting screw driver for like 150-200 dollars, This is listed on ebay for a really really low price:

Does anyone have any experience with this tool? Is the screw cap at the end a vital part or is this just a really good deal i should jump on?

Again, thanks to all for their input, Hopefully I can offer some reciprocity at some point.
