scope base identification help

I'm mounting a new scope for a friend and having trouble identifying the bases I need to marry rings to. The bases appear to be quick release Leupolds but have set screws on each side to anchor the ring pillars instead of levers. The rings that are on the bases are not high enough for the new scope. I can't find any info on these bases and would like confirmation that they are indeed compatible with Leupold quick release rings.
 
I'm thinking a picture may be worth a thousand words? Perhaps someone can identify without.
 
sounds like your bases may be made by Conetrol or S&K, check out a brownell's book for a reference or google ----- good luck
 
The Conetrol or S&K bases are on the money. The rings are split though at 3&9 o'clock like Redfield/Leupold.
