New Build/Caliber Question

I am planning on purchasing parts for a new build and need help on deciding on the action and caliber. I need an action to accept a detachable box mag, preferably a 10 round. And I also need a caliber to fit inside of that magazine with room to allow me to play with OAL to get the utmost accuracy. I would like to have the bullet seated above the neck/shoulder junction. I am not opposed to a long action either.

I plan on shooting just about everything, paper, metal, tactical matches, and hunting. I would like to shoot out to 1,000 yards with great accuracy.

I was thinking of a straight .284 or the Shehane (sorry for the incorect spelling) version. I would also like to have good barrel life. No barrel burners please.

And who should I go with as a smith.

tons of great receiver makers out there! stiller, surgeon, BAT, pierce, etc. give any of them a call and they can point you in the right direction. G.A. Precision also makes a receiver plus their rifles are top notch and can build pretty much anything you want. the .284 would be an excellant choice--lapua brass (6.5x284) and a high bc berger or jlk 7mm bullet would give you some extremely good ballistics!! i have contemplated doing a similar build, but only with a single action receiver--i'm never in that big of a hurry to get a shot off, plus throwing in a new round by hand can get fast with practice.
 
Really BAT makes a repeater? Did not know that. Will I have to go with a long action if I want to play with OAL on the .284 and still have the bullet seated above the neck/shoulder junction? What action would this be if I went with BAT?
