Now we see why they took so long in the editing / formatting dept....

This will be yet another reason for people that dislike electronics to say "we should stay on paper for everything"...

Even the rulebooks....

We at goBallistic and Hex Systems want to publically endorse the NRA Rules committee and their efforts to bring a Certification process to highpower rules, and the NRA for adopting the rules as posted.

Agreed, I think this is a reasonable effort to put a process in place that ensures consistency and standards for competition & national records. The problem is how "certification" will be implemented. A huge part of how e-targets work involves the physical setup: target construction, carrier construction, installation, etc. Any meaningful certification process will involve onsite inspection of targets. Not sure there are resources to do this properly.

I think the NRA can certify that a brand of etargets is capable of meeting their certification requirements but we can not expect them to oversee the installation and operation. For example they require paper targets to be NRA certified (they have the logo) but they do not oversee the installation of the paper target and insure that the target carrier is stable in the wind.

Would you happen to know if there are any plans to do a rewrite / publish of the complete rulebook with these changes included as opposed to the separate addendum we have now?

I am hoping it will be published soon. I have submitted the Fullbore book and I think will be together with the HP book and the HP Sporting Rifle Book will be dropped. So you will have back to back books published. Which means they will probably post the HP book with all the current changes. Let's hope so anyway.

I do see that the e-target rules for National record purposes does not take effect until January 2020, but I didn't see any other mention of effective date. There was a comment that these revisions were voted on in January 2019...does that mean that they took effect at that point? The NRA website describes them as "2019" revisions, so should we assume that they apply for the full calendar year? Since they have just recently been published, does that mean they are effective from the publication date? Or are all the revisions not effective until 2020, notwithstanding their description as 2019 changes? Any clarification on this would be greatly appreciated.

Not 100% sure, but as they are officially posted on the NRA rule book page I would say effective as of that date posted. As noted the certified e-targets will be in 2020 for registered, state, regional, and national matches.

The rules are effective the date they appear publicly on the website. The committee put the 2020 date on national records in order to give NRA time to certify the etargets.
