Neutered 22-250 loads

No experience with the 22-250 but I'll say that I've great success in reloading reduced loads both 223 and 30-30 with Blue dot powder. Blue dot generally burns up in 16" of barrel and therefore doesn't produce much flash or "bang." I get real low SD"s with it too. That said, my use has been to produce loads that are in the 1500-2000 fps range with lighter pills. That may/may not suit your friend's needs.
 
I told yall wrong. The Sierras i have are 77 grain. The 60 grain is wanted to try next are Mosler Partitions. Im a little concerned about stabilizing the 77 grainers
 
Did it shoot before chopping the barrel?
If it did id be looking at the crown, and suppressor if he wasn't using one before.
If a thats all good Varget, CCI 200 and 52 Bergers have shot extremely well for me
2nd the 52 Bergers, if it doesnt shoot well with those
I'd be looking for something else wrong with the gun
 
8 Twist? Try a 69 grain SMK.
Oh wait just seen this
yeah, with an 8 Twist 69 SMK or the better 69 TMK should show its full potential
AA-2700 or H-380 or 4350 works well for that bullet in a 22-250
4350 being the best out of the 3

THEN if it dont shoot, I'd suspect throat wear first then move on to other areas to trouble shoot
if it is an older barrel it is likely worn pretty good
