It helps to seat the bullets when carbon doesn't exist on the inside of the neck (new brass, brass that has been washed etc). If there is carbon on the inside of the neck, there is no reason to use neolube.
^^^^ this. It also helps with consistent bullet release which can help to stabilize ES numbers and prevent bullet weld IME. I also apply it with foam swabs as @Poor Shot 65 said. I have found that for me it is very similar to anti-seize. Once I open it, I'm going to get it on the q-tip, on my loading bench, on my fingers, possibly on my shirt, and finally inside of the case neck.
Maybe I am a hamfisted Neanderthal, but the lid to my Neolube looks like the lid to my anti-seize. I suspect it isn't the brush inside of the containers and I will keep telling myself that.

Same (6 inch stick with cotton on one end). I tend to get 10 necks coated with a single dip. And, I’ve used the SAME swab for weeks, just let it dry between uses. I assume your measuring bullet seating pressure with your AMPS Press? Could you lube a few cases with a good coat of auto engine oil and tell us if there is a difference in seating pressure compared to Neolube or other lubes. I would be interested in the results. Petroleum oil has good film strength. I have always rolled my cases on a pad with a synthetic petroleum based oil. I use very little force sizing cases. I like real data.I use it for every single reload. It goes into the neck (with this SWAB) just before my mandrel step, and the residual is perfect for my bullet seating (I use an AMP Press). It's awesome ... don't reload without it.
