Before neck-turning, you should full-length size the case. This will reduce the neck diameter and set the neck to shoulder angle correctly.
Then, YES, you MUST run a proper expander mandrel down the neck before neck-turning. Ideally, the expander mandrel will expand the neck's inside diameter to the point that it just allows the cutter's mandrel to go into the neck without slop.
If your necks are not all expanded the same way before cutting, you will get bad results.
It is important to have your expander mandrel well-matched to your cutter mandrel. Too small a diameter and the cutter will be hard to turn. Too big a mandrel and you will get a sloppy fit.
only wanted to reccomend getting a k&m setup as the expander mandrel is matched to the turning mandrel for whatever claibers you are using, and they are a doddle to set up and use with great results.
