YOu did not say if it was a top mount or side. Bases are available from Champions Choice in different heights. Most these days use height adjustable front sights so that the rear sight can be mounted lower and basically stay within a minute or two of one position so one's head position does not change with different ranges. Try and mount the rear sight as low as possible (as long as your neck is comfortable).
You may also use a picatinney base (a long one) and a top mount adapter (Lipski, Warner, etc.) to mount the rear sight but you will not be able to get as low to the receiver.
the phoenix sights I have are side mount I already tried a lipski base on a picatinny rail but the sight sat too high I am using a right front sight with a adjustable stem so most of my elevation adjustments will be done up front
