More Precise Reloads - What's your advise

A little more information. The Lapua brass is new. I do have Hornady gauges to measure shoulder bump back. I have purchased a neck resizing die so FL resizing isn't a factor. The group was shot from a prone position with Harris bipod and rear bag. I plan to shoot my first F/TR class competition this month. So I will have 60 rounds to look at from 600 yards. From the responses I gather that reducing this group size significantly my not be possible and that any reduction can be the result of neck turning.

For neck turning equipment, what do you suggest?

Re-read replies, I don't think anyone said anything about neck sizing only (bad idea) and many suggested changing bullets, bedding rifle, and check loaded round runout. Neck turning is way at the bottom of the list.
 
I took a factory remmy 700 and did three things to it.

(1) Buy a match barrel

(2) Pillar bed the action and float the barrel

(3) Jewell trigger

This is my hunting rifle and after these changes and load development it shoots almost as good as my match F-Open rifle which is a 1/4 moa gun.
