If memory serves me ...... it seems the decision on slugs in IL, OH, IN and certain locations and/or county's in other states was based on both terrain and population density along with the given range of those old slugs.
IL has allowed pistols with straight walled cases, IN has allowed pistols with an OAL cartridge requirement and now has gone to rifles with similar requirements. I am not sure about Ohio's laws. The IL law requires certain calibers with certain foot lbs.
Truly, based on today's shotgun/barrel/ammo combinations the accuracy and range of slugs has bee increased.
