Moa scope base help

I have a 22 that shoots high and right enough so that i am using every bit of down and left in the scope. Im going to cnc a one piece base for the gun and want to make sure its close to being alligned vertically. Any ideas on how to calculate how much to twist the vise in .001
 
If you know how high it is shooting you could easily do the trig on the angle. Or if you have it use drafting or modeling software to do it for you. but I'll second the vote for adjustable rings.
