minimum seating depth

I hope someone has some knowledge about this. I have a 22-250 in a 1-16 twist that i need to use 40 gr bullet. I'm trying to seat between .005 & .020 off lands, but my bullet is only 0.112" in the neck when i seat it. I don't have this problem with 55 gr due to longer bullet, but 1-16 twist will not stabilize 55 gr. Is there such thing as a minimum seating depth? My reloading book doesn't specify.

I wouldn't worry about how short the OAL was if they shoot good.
Just find the OAL sweet spot and shoot away.
 
I was concerned over the same thing. Given the ogive and lead angle on the rifling, my Bart's Ultra's only have .110 in the case if they touch. It shoots 1's and 2's consistantly so far and I won my first local "benchrest" match today. Might be nice to have more in the case, but if it works,,, it works.
