During from April, 2 till April, 6th, 2001 there passed work of II International Committee on preparation of the International conference on consideration of action of the Geneva Convention of 1980 about " Prohibition or restriction of application of concrete kinds of the usual weapon ".
This document has been accepted in October, 1980 at the International conference of the United Nations on " to Prohibition or restriction of application of concrete kinds of the usual weapon which can be considered putting excessive damages or having not selective action ".
The Convention included three reports.
I - the report - about undetectable splinters. This report forbids application of any weapon which basic action consists in drawing damages by splinters which are not found out in a body of the person by means of X-rays.
II - report - about prohibition or restriction of application of mines, mines-traps and " other devices ". " Other devices " join
In addition to these Reports the resolution of Conference of the United Nations on small-caliber systems of a small arms has been accepted.
III - the report - about prohibition or restriction of application of the incendiary weapon.
At preparatory international forums: meetings of the governmental experts, diplomatic conferences by the international humanitarian right,Ãçð) and, at last, at the conference of the United Nations attempts to develop prohibitive or restrictive norms of application of high-speed bullets of small calibre have been undertaken.
Direct charges in unduly heavy traumatic effect have been directed directly to address of 5,56-mm ,USA) to rifle M16.
Fragmentations of bullets have formed the basis for the statement of judgements about similarity of the specified wounds with bullets of type "dum-dum", forbidden by the Hague Declaration of 1899 and the Hague Conventions of 1907.
