Does anyone know what the maximum amount of material can be removed from the area the bolt lugs ride on when truing the action?

If you mean the lugs in the action, the first problem you incur will be primary extraction. How much you can take off before having trouble here will vary between actions. Some don't have enough primary extraction when new and some have a pretty fair amount. This is why bolt handle placement and proper bolt timing needs to be done on Remington actions when trued. The material removed from the lugs, both on the bolt and in the action, will allow the bolt to move farther rearward. When this happens, the primary extraction cam on the bolt handle moves away from it's mating surface on the rear of the action, reducing or eliminating extracting force. No worries.

I checked my Remington's after watch the video and I am get no
extraction at all!!
Just a dent in the bolt handle!
When I rebarrel them I will get the bolt handles retimed and tig welded back on!
