M16 Extractor question - Need direction

In the very recent past I had a mini M16 extractor installed in my Remmy 700 bolt, the gun is virtually a new build. Anyway, the bolt closes fine w/o a round chambered. However, when the round is chambered the bolt will not close w/o a very heavy strike on the bolt handle. I am concerned it will shear off and/or damage the new barrel. When I tried to close on two pieces of new brass it left a definite extractor gouge on the rim. What may be the issue? Any knowledgeable direction is appreciated.
 
Remove the ejector and stick a case in the bolt. Does the extractor cam over and stay further than flush with the bolt? You may have to adjust the extractor so it doesn't bind in the bolt recess in the barrel.
 
In addition to firearmdoc1 (good advice), just make sure that your counterbore is large enough to give clearance to the extractor as is jumps over the case rim on an already chambered round. Dave Kiff recommends a .785" counterbore for a mini 16 extractor.
You could probably easily check if this is an issue by looking for slight marks on the countetrbore shoulder.

I will bet the barrel was fitted for the Remington extractor counterbore and the mini extractor was done after the fact. the counterbore in your barrel shank is likely .710 or so. not anywhere near large enough to allow the use of the mini extractor.

Thank you gentlemen for the reponses. Chuck has it right. The counter bore is only about .710, sending it out for deeper cut tomorrow.
