Load development by volume, not weight?

When using the OCW method, we are looking for a range of charge weights with the same POI. Could we not accomplish the same thing by just throwing charges and not weighing every charge during load development? For example, my Lee Classic powder measure has a micrometer adjustable charge tube and generally throws +/- .2gr. Lately, rather than trickling each charge to an exact weight, I have been adjusting up .3 on the micrometer adjustment. It is my understanding that the short range BR guys nearly always load by volume. Once an accurate load is found, if extreme velocity spreads are a concern, you could always weigh each charge from that point forward.

I'm figuring there must be something wrong with this plan or everyone would be doing it. Your thoughts?

My thoughts are if you test at short range the results are not clear. I believe you can put in Plus or minus .2 and have it not show. If you move to 1000 that plus or minus becomes .4 and will show. If you are doing a test, why wouldn't you want the test examples to be right on?

AS far as PPC shooting at 100 and 200, some now do weigh powders. Also I believe they use powders that measure really well and vertical doesn't show as much at 100 because of powder charge variation. Matt
 
The only problem I have with any testing and loads that aren't all weighed is that some natural variation in your powder measure (+/- .2gr in your case) could show up on target and potentially eliminate a good load. I weigh out all my test loads individually so I know they are as close to spot on as I can get them. Then, once Im happy with a load, I will set up my measure for that charge and see how good it throws and if my groups change any.
