Legality issues with Seb rest on competition

It has been brought to my attention that the seb rest isn't legal to use in IBS matches without making some modifications. For those whom are using this rest what are the changes needed to make this rest legal? I'm a bit puzzled at how I managed to miss the legality of the use of this rest or the lack of any threads of this issue.
 
If you are talking about the NEO, I believe there was some question about the 3-bag system being legal for use in IBS. There were a bunch of threads over on BR Central, here's one:

I did a quick Google search like this "benchrest seb rest legal site:benchrest.com" and it came up with a bunch of relevant threads it looks like.

Regardless, I think the fix was to simply replace the 3-bag system with a single bag, which is relatively cheap and simple.

I don't shoot IBS, but I follow threads with interest, so take my input with a grain of salt...

Has there ever been an "official" ruling that a three-piece bag is not allowed in IBS? The rulebook does not say that as far as I can find. I can't even see that the rules require the bag to have sides. It refers to the gun being pulled straight up out of the bag and that the bottom of the bag must have full contact with the stock. But all of that can be done with a three-piece bag.

I believe the issue it there most be 1/2'' from the stock to any part of the bag holder.
 
Please point me where in a single-official match, around the world, that a SEB or NEO or MAX rest is not allowed / illegal to use "as is".

A front sand bag rest shall support the front part of a rifle: a rear sand bag rest
shall support the rear part of a rifle: neither rest can be attached to the bench,
the rifle, nor each other; they must be movable in all directions independently of
the other. Any part of the rifle resting there on must maintain a minimum of onehalf
inch distance from any part of the retainer or container holding the sand bag
on which the rifle rests.
Whenever the rifle makes contact on its sides, there may
be a maximum of sand one-half inch high and a minimum of one-half thick on each
side. Sand bags on front rests must be a minimum of one and one-half inches
wide by four inches long and rear rests sand bags must be a minimum of one and
one-half inches wide by three inches long. No device of any kind can restrict the
upward and/or rearward movement of the rifle. Any; sand bag used as a rest that
is not supported by a retainer and that has movement without restraint need not
comply with this rule.

There are rests using 3-piece bags, maybe including older SEBs, that would violate this rule(if really a rule). My Farley violated the rule with a 1-piece Edgwood bag in the original cup, until I modified it.
But who knows the actual rules, or what is ever enforced with them?
It seems a strange sport where rules are so hazy.
 
This is not a new issue, it has been hashed over for a long time some just don't want to accept it. You remove the fore end stop and the level they are fine….. You need 1/2" clearance… end of story ….. jim
 
Think about it if you shoot a record and it doesn't count because of an illegal rest? Think about it…… jim
 
The issue is you need have 1/2" clearance between the rifle and the any part of the rest including any part of the rest that contains the bag, the stop and level are closer than that. I cut a piece of a leather belt and used trophy tape to fasten it to the top of the rest then put the bag on top of it. That gives you the required 1/2"clearance
 
The three piece bag set up it won't work because the bag has to slide under the side plates. On a single bag set up if you raise the bag with shims of leather under the bag what do you do with the front and rear flaps that go under the retaining bars? …….. jim
 
My best option is just sell this when it comes in and buy a JJ rest. I just don't want the hassle of modifying a 1000.00+ rest and still be questioned. I wish I'd done a bit more homework before now. Like I was told, as long as I'm not placing in top 3 nothing will ever get said but sure as heck I begin placing someone's gonna say something. The Seb Neo appears to be a very nicely built piece of equipment and I'm not knocking anything he has done here. I just rather err on the side of legal and know it than be in that grey area and get questioned.
