I see that the NRA published an updated rulebook in January.

Anyone have a Cliff notes version of the changes?

There are a few places where dots are used as bullet formatting but otherwise the note on page 1 says "NOTE: Rules in which major changes have bee made since publication of the previous Rule Book are marked thus: •(1.1)."

Using dots as a guide:

Rule 3.3 NRA Match Rifle added - (f) Ammunition will be restricted to no larger than .35 caliber.

Rule 3.22 Electronic Devices added - (d) Electronic levels are not permitted.

Rule 4.1.1 Electronic Targets added - (a) No mixing of targets. In registered matches electronic and paper targets may not be jointly used. It shall be either electronic or paper targets. All E-Targets must be of the same manufacturer.

Rule 10.7(B)(1)(a) -

OLD - One ranges where there are no pits, the start of time will be signaled either verbally or by a short blast on a whistle.

NEW - (a) While using electronic targets The commands are ‘you may load and commence firing and your time begins at the sound of a device.’
(b) On ranges where there are no pits, the start of time will be signaled verbally or by a device.

Rule 10.17, Rule 10.17.1, 10.17.1(h), Rule 10.17.2, & Rule 10.17.8 all show dots but as near as I can tell most of what's been done is to properly incorporate changes already made in 2019/2020 by fixing a few editorial and formatting goofs.

Rule 17.1 Where Scores for National Records Can Be Fired -

OLD - (a) National Records may be set on electronic target systems only were NRA-Licensed and Certified targets systems are used and where proceedures set forth in the Rules for the use of electronic targets and systems are used. *Note: this rule will be effective January 2021.

NEW - (a) Electronic target systems may be used to establish national records in NRA Registered, State, Regional, and National Championship tournaments. Target systems shall meet all minimum requirements set forth elsewhere in these rules. This rule will be effective February 2023.

F-Class Rule 3.4 F-Class Rifle added - (c) Elevation Adjustable Stocks Prohibited – Rifle stocks equipped with any form of device or equipment which allows for the rear stock, or any attachments to that stock which interact with the rear bag or the ground, to be raised and/or lowered mechanically between shots through the use of screws, knobs, posts, or like devices are prohibited.

There may be other changes buried in the text or lost in the formatting. If so, they'll have to work it out on the line

I would have thought they would have banned or regulated electronic wind meters, but levels?

Its more easily readable than a bubble and easier to read to display. I imagine it might make a difference off a rest. I sure can't hold steady enough, don't want to get sea sick watching a bubble.

Shooting off a front rest, mine never moves. Bubble, electronic, makes no difference. Personally, I don't see the value in the electronic level on my F-class rifles.

Shooting off a front rest, mine never moves. Bubble, electronic, makes no difference. Personally, I don't see the value in the electronic level on my F-class rifles.

On my PRS rifle, sure, my Send-It is easier to use on the clock.

I cant imagine where a level would be useful there either with any sling matches.
It's probably more of perception of a problem.

Look like my Rodzilla with roller side ears is now illegal...cool... I wonder if a solid block of Delrin is permitted. Also does this make the self leveling rotating bags under the gun also illegal as they are a mechanical device (if this is defined as having parts that move while working) ?

Who knows, the ambiguity might be confined a bit by the rule header to "front rest bags". I don't know how far under the bag the rules stops.

I will just email the match director in Phoenix I only shoot national and state level matches at Ben Avery and get an answer on what gear/rest top configuration is permissible at those matches.

Delrin or similar has never been legal.

(8) The contents of front and rear bags will be dry, finely divided (less than 5mm/0.19”) granular substance such as, but not limited to, sand, gravel or grain, packed loosely enough so that the bag will be visibly deformable by pressure of the range officer’s fingers.

I don't even look at the bubble in my front sight. I just level the crossbars of the front iris.

guys, regarding the new rules making my rollers illegal:
I have expected this for some time and have transitioned to combination Roller/ Felt sided top blocks for both the new Raptor front rest and the original T-Rex. I also offer the combination blocks as a stand alone option for folks with either my IBS blocks or the original roller only blocks. I think based on my testing, and that of my friends shooting rim fire rifles, that the felt is going to be very hard to beat. First, with hard surfaces, if your forearm is not perfectly parallel and plumb top to bottom your either going to need to leave a gap to accommodate the tightest condition or you will find things getting tighter or looser as the forearm tracks back and forth. Perhaps the bigger issue according to my rim fire friends is the harmonics in the stocks are damped under the slight compression of the felt and the resistance of the rifle sliding back and forth is more or less equaled out by the compliance of the felt under compression. When working all this out I actually tested many different felt compositions to find what works best. I have been shooting the felt sided blocks for over two years now and have no reason to go back to a solid whether its a block or roller material.

How about a 4" fence post TOP. I shot my first deer with Iron sights at 600 yrds paced out by our preacher by leaning on a fence post.
