issues sighting in scope, no more clicks -

Assuming you do not have rings of different sizes, try a different scope. If it, too, is that drastically high-shooting, call CZ, because there is a serious problem with the action-barrel alignment.

You could try to fix it with Burris Signature rings (I use them on all my scopes) but you would have to buy a base (EGW, DIP, etc.) They all make a 20MOA or 25MOA base, but you need a NEGATIVE 25MOA, and I've never seen that offered. If your scope tube is 1" you could buy 2 sets of 20MOA inserts -- that would give you a total of about 40 MOA of adjustment.

My problem is that if you aren't even on paper at 25 yards I'm not sure that 40 MoA would be enough.

That's why I say call CZ.
 
I believe any type of canted rail will only make the situation worse.
Start over with the scope at optical center.

As I stated before, installing a canted rail will only make the problem worse, unless you install it backwards. That particular scope only has 35 MOA total elevation/windage travel. The elevation could easily be bottoming out with that scope because of the fact it takes four times more turret rotation to achieve the same change in POI at 25 yards as it does at 100 yd. Trying to zero a scope at very close distances can quickly use up the available elevation. The easiest and least expensive solutions to this issue are to use a set of adjustable rings such as the Burris, or to install a canted base or canted picatinny rail adapter backwards. An extra high set of rings might help, but would potentially create pther issues over the long haul. Buying a new scope of higher quality with more elevation travel would also probably work, but would be a lot more expensive than a set of Burris rings/inserts.
