Is this legal for F-Open?

The rules allow for you to place objects to allow you to adjust the height.

3.4.1 Rifle Rests -
(a) F-Class Open Rifle (F-O)
(6) Any number and type of objects may be placed beneath each rest to compensate for variations in the
height of the slope of the firing point or to reduce its rolling.

(b) F-Class Target Rifle (F-TR) Rests
(5) Any number or type of objects may be placed beneath the bipod or rear support, to compensate for
variations in height or slope of the firing point.

Are these bag stabilizers legal for F-open? How about 600 yard benchrest?

See Section 22 (F-Class Rifle Rules), paragraph 3.4.1 (Rifle Rests-), sub-paragraph (a), (2) which allows the use of "Separate flat boards or plates" to be used; and un-numbered next immediate paragraph under stating: "No leveling screws or protrusions are allowed on these boards or plates. They must be flat on the top and bottom." The Bag Stabilizer pictured fails the "FLAT on TOP/BOTTOM test" for F-Class...not sure of any rule for benchrest.

That base works very well. It is legal in bench if not attached to rear bag. This is good question, is it legal in fclass if attached Mr biggs?
 
I find nothing in the rules preventing someone from constructing their on bag, and a lot seems to be left to judgement in keeping with the spirit of the discipline. If it was attached, and otherwise functioned as a fixed part of your bag, I see no problem with it. There are plenty of shooters using the fairly large and heavy bench rest bags as it is, even in F-TR.
