A manufacturer must mark his firearm with the caliber, licensee name, town & state as well as serial number. Best bet is to go to ATFEs' web site and get their definition of "manufacture". In a nut shell it means the licensee owns the serial numbered part and is altering it from the way it left the factory (think Rem 700 the licensee bought to build a 'custom' on) and will be offering it "for sale". If the gunsmith buys a Stiller action and builds a rifle using it, and will be offering it "for sale", that's considered 'manufacturing' (because the the action wasn't a complete, ready to shoot rifle when it left the previous owner). If a gunsmith re-barrels your rifle, that's a gunsmithing (repair/modification) task, because you own the receiver (serial numberd part) and you will be getting it back when the work is completed.
