Internal scope component failure

I am getting very very low poi on my targets with the scopes elevation and windage turrets centered. In order to get a centered poi on the target I have to turn in all the available elevation the scope has. My question is , just what failed inside the scope that would allow for this condition. While looking through the objective end of the scope with a flashlight I am able to see the erector tube and it looks centered within the main tube. This scope is a Tasco world class 10x40 about 25 years old I guess. It's a nice clear scope that adjusts properly, anybody have a thought ?
 
I bought the scope used and have had it on other rifles . It is now on a new Marlin 7hv .308 which came with a factory installed one piece base. It has never been sighted in on this rifle, always shot low.
 
You don't say what distance you are at, I'll assume 50 or 100 yards since you are sighting it in. My guess is the base on your rifle has some MOA on it for long range shooting, and your old Tasco might not have a lot of adjustment range.
