Please base responses on components being in their “prime” and functioning properly. Stating the reason(s) for your selection could lead to some interesting discussions!
 
I have 2 actions that never seem to get a “bad” barrel and Ive got 1 action that has always been a little ho-hum regardless of what barrel or components are used. I think the action is the single most important piece of the rifle for peak accuracy. Oh and in my experience just buying a top tier custom doesn’t mean that you’ll get an action that hums.
 
I would say it’s barrels n bullets. It is assumed u have an action that does not have any major issues.
My trued Remington 40X shoots right along side any of my custom actions. There is an element of “ Shooters Jewelry” in custom actions.
 
With my 6mmBR, that was the inspiration for this website (orginally 6mmBR.com), change in barrel from a factory .260 Rem to a PacNor 6mmBR, changed average accuracy from 0.7-0.8" to a solid quarter-MOA. Nothing else different.

The first measured group out of the new barrel was 0.168" for four shots. That was rounds 16,17,18,19.

Of course the 6mmBR cartridge was more inherently accurate as well. But I was using premium Lapua brass (.243 necked up) and premium bullets and H4350 before in the .260 barrel. The big gain came from the new barrel.
 
Been very fortunate to have gotten excellent Barrels , from the Top Three , and the only thing not consistent was the loose nut behind the trigger . It 's possible that "WHO" does the Chamber work , and the Reamer used has as much influence to the Barrels quality , as anything else .The Kelby Panda action has performed nearly identical with Brux , Kreiger , and Bartlein in front of it . The Jewell Trigger constant , and Rock Solid . The Vortex G.E. , is the G.E....Quality scope for TR .
 
The shooter is the last important segment of the performance equation. Tony Boyer isn't going to win a thing with a bbl or bullets that have issues. Right now I have a batch of bullets that shoot shotgun patterns in my rifle. Changed bullets to a different lot and bam, center X. Sometimes things slip past the QC group and there is nothing you can do to correct that (other than take em back).

The shooter makes the shot. I guess benchrest is less so, more of a reload contest, whoever has the best stuff, but even then it’s still the shooter.
 
There are no doubt more variables than listed in the poll that can determine a rifle’s overall performance. Moving forward, assume that you’re the shooter, and you select the consumables and the build’s gunsmith.
 
I think you need everything, a straight properly tuned action properly bedded into a straight stock, properly timed to a quality trigger. After, and only after you have all that, it comes down to barrels and quality bullets. Most barrels are really good, some are great and a few are “Special”. The ones I call special are hard to find but I have been fortunate in the last few years.

If any of the other ingredients are missing, you will never know if you have a “special” barrel or not, in my opinion.

Thats why I picked trigger. I great shooter with a good rifle will always out-shoot a good shooter with a great rifle.

I disagree with that statement depending on the discipline and conditions. In bench-rest, with great conditions (a rarity I know) I could probably give a properly tuned rifle to almost anyone and they would shoot a small group at either 600 or 1,000 yards. In great conditions, matches are won before the match starts. In poor conditions, I fully agree with your statement.
