With reworking the shape it very well may work for a hv. Pretty doubtful that it could make weight for a lv gun (10.5lbs). Just looked again at the specs, it’s 4.6lbs as it sits. Definitely puts it out of the options for lv.

So I'm looking for a stock maker that could make a stock for my project that I could finish and save some money. It would be nice to buy something inletted but again money is my biggest concern. That and weight of the stock is extremely important.
Does anyone know of a person that is trying to start up a stock making business and his prices haven't gotten out of hand?

The OP needs to understand what goes into making a quality stock, especially one that is light enough to make Light Varmint weight.

If you actually knew me, you'd know I'm very much in favor of meaningful rules changes in SR Benchrest.The rules don't work. Don't be surprised when your sport doesn't exist anymore because you were sticking to rules from a bygone era. It's not a sound business plan for the future.

Until then, we have actual rules we have to operate within with these guns. That's Lee's situation right now and is what he asked about. I'm running down several leads right now to make this happen as are several others. I'm confident that we, as a group, can get him set up with a stock that fits the rules as they exist.
As a barrel supplier, a good business plan would seem to be insuring the viability of all shooting sports that might be an outlet for your wares by your support as a member. As an NBRSA and IBS member, you can bring forward possible rules changes and have them voted on. I'm not sure how the UBR handles these things but they already have a class that the stock rules are open on. Another market for you.
