Just to point out Norway and Switzerland are not in the EU so EU regs might not apply
Each EU country is mostly responsible for its Health & Safety legislation, regulations, and enforcement. Product standards, testing, meeting health / safety related EU rules are EU matters. Whilst neither Norway nor Switzerland are members of the EU, they both have membership of EFTA, the European Free Trade Area and actually have to conform to many EC directives as if they were full members - a very controversial issue this for these countries and also for the UK debate vis a vis next month's national referendum on whether we stay in or leave the EU. On top of that anybody, whether an EU member or not who wishes to sell any product within certain categories which definitely include ammunition and propellants to anybody in a member country must obtain 'CE certification'. Every tub of powder we buy here has a CE stamp on it to show compliance and a multi-purpose manufacturer's date, lot etc code which also has a barcode to meet an EC requirement that complete traceability can take place from say Kansas (for Hodgdon) to the local gunshop in Oldham England or Bad something or other in the FRG.
This too is another rising issue as anything that uses chemicals is subject to REACH

a wide-ranging long term project that catalogues every chemical and bans their use even as ingredients if they are deemed in the slightest degree injurious to health and a safer alternative is available. Large number of traditional and effective ingredients to farming chemicals have already gone to give an example. To return to propellants, if you note the various mentions in the blurb for the new IMR Enduron grades as environmentally beneficial, that's where REACH comes in as they are fully compliant with it/ However, right now I believe that most other US sourced powders (irrespective of their origins) contain various long standing deterrents and other chemical coatings that are on the 'won't be allowed some time in the future' list.
